RIPE meetings used to be WGs + plenary with reports from the work done in the WGs. Then European Operators Forum was added at the beginning, which later turned into todays plenary.

big +1 Nigel. The region has decided on this model and the good news is the model is open to bottom-up change so if the region thinks there are better models, no one can stop the region to change the governance model

I actually see all of the ongoing task-forces as RIPE's organic evolutionary process to receive-feedback, understand short-comings, propose changes for a stronger community, and then executing them. So a healthy cycle, as long as they are frequent and constitute results in actual changes.
